Dangerous Goods Transport

A bulk vehicle licence is held by the licensee and one licence can cover all of the vehicles that the licensee operates as a fleet. It is the licensee?s responsibility to ensure that the licence details are up-to-date and to advise the Authority of amendments or additions to the fleet. A licence plate will be issued for each separate vehicle on the licence.

A licence can not be transferred. If you obtain a vehicle that has been previously licensed under another licence you must apply for a new licence or amend you current licence to include the new vehicle. If you replace or remove a vehicle or add an additional vehicle to your fleet you must amend your licence.

A bulk vehicle licence is not required for the prime mover of a semi-trailer or combination vehicle only the part carrying the dangerous goods as a complete unit as in:

A road tank vehicle having a tank as an integral part of the vehicle or attached or intended to be attached to the vehicle. This includes a semi-trailer or a unit of a B-Double combination and demountable tanks that may be attached to a vehicle that then operates as a road tank vehicle; or

A tank trailer which is a dog trailer with tank attached; or

A rigid , semi-trailer (including a unit of a B-Double) or dog trailer used to transport IBCs or portable tanks and may have a flat deck, van or pantechnicon body, or curtain side or bulk bin.

To obtain, renew or amend a licence to transport dangerous goods in bulk the applicant must complete the Application for a Licence to Transport Dangerous Goods in Bulk form and submit it along with the required information. You are also required to complete a self-assessment against the requirements of chapter 4 of the ADG Code and keep it on file. The Transport of Dangerous Goods in Bulk Self Assessment - Road Tank Vehicle form has been provided for this purpose.

If the vehicle has a tank forming part of, or attached to or intended to be attached to the vehicle, the tank must be an approved tank.

Dangerous Goods Bulk Driver?s Licence

To obtain a licence to drive a vehicle transporting dangerous goods in bulk the applicant must complete the Application for a Licence to Drive a Vehicle Transporting Dangerous Goods in Bulk form and submit it along with the required information. You are also required to undertake an approved dangerous goods driver Training course with an Approved Training Provider and complete a Commercial Driver Health Assessment and submit the notice of assessment and the health assessment with your application.

Dangerous Goods Transport Restrictions

A person is prohibited from transporting some Classes dangerous goods through Melbourne CBD and City Link tunnels.

Tank Design Approval

All tanks whether forming part of, or attached to or intended to be attached to the vehicle, that are required to carry dangerous gods in bulk must have their design approved by the Authority under Chapter 4 of the ADG Code. To have a design approved the applicant must submit copies of technical drawings and the information required under Chapter 4 of the Code.
