WorkSafe is governed by a Board which is accountable to the Government, stakeholders and society.

Elana Rubin (Chair)
MA, BA(Hons), F Fin, FAICD, FAIM
Elana was appointed a Director of the Victorian WorkCover Authority in December 2001 and as Chair of the Board of Management in February 2006. Elana is also Chair of AustralianSuper, one of the largest superannuation funds in Australia. Elana has extensive experience in superannuation, investments and financial services.
Elana is also Chair of the Victorian Rail Track Corporation and a non executive Director of the Industry Superannuation Property Trust, TOWER Australia Ltd, the Transport Accident Commission, the Melbourne Community Foundation and SecondBite.
Paul Barker (Deputy Chair)

B.Bus., FCA, ACIS
Paul Barker was appointed a Director of the Victorian WorkCover Authority in February 2001 and is currently Deputy Chairman. He is a member of the Authority’s Audit and Risk Management Committee, and Remuneration and People Committee.
Paul is Chairman of the Transport Accident Commission, Chairman of the Essential Services Telecommunications Authority, Chairman of Stadium Operations Ltd. (Etihad Stadium), Chairman of Mirvac Funds Management Ltd., Mirvac REIT Management Ltd. and Hotel Capital Partners Ltd.; a former Director of Employment National Ltd and a past Chairman of the Victorian Division of the Institute of Chartered Accountants.
Paul has extensive experience in accounting and financial services both in Australia and overseas. Formerly Chief Executive of Audit Victoria, he also held senior group executive positions with Standard Chartered Bank in Hong Kong, Singapore and London. He is a Fellow of the Institute of Chartered Accountants in Australia and a Member of the Institute of Chartered Secretaries.
James MacKenzie
B.Bus., FCA, FAICD
James MacKenzie led the transformation of the Victorian Government’s Personal Injury Schemes as Chairman of the TAC Transport Accident Commission and Victorian WorkCover Authority from 2000-2007. He remains on the Victorian WorkCover Authority Board. He was Chief Executive Officer of the TAC from 1994-1997.
James is Chairman of Mirvac Group, Pacific Brands Limited, Institute for Safety Compensation and Recovery Research, Gloucester Coal Ltd, and a Director of Victorian Major Events Company Ltd and Melco Crown Entertainment Ltd.
James has previously held senior executive positions with ANZ Banking Group, Norwich Union and Standard Chartered Bank.
A Chartered Accountant by profession, James was a Partner in both the Melbourne and Hong Kong offices of an international accounting firm now part of Deloitte.
In 2003 James was awarded the Centenary Medal for services to public administration.
Susan Bitter

B.Ec (Hons), FCA, F Fin.
Susan Bitter was appointed a Director of the Victorian WorkCover Authority in 2003. She is a member of the Authority's Audit & Risk Management Committee and Chair of the IT Shared Solutions Committee.
Susan is the Chief Operating Officer of national law firm, Corrs Chambers Westgarth. Formerly, she was the Chief Executive Officer of Slater & Gordon, and prior to that appointment was a Partner of Arthur Andersen.
She is a chartered accountant with extensive experience in finance, risk management and operational efficiency. Susan has held a number of directorships with large superannuation funds and is a past President of the Securities Institute of Australia, Victorian Division.
Susan has a Bachelor of Economics (Hons) from the University of Adelaide, and is a Fellow of the Institute of Chartered Accountants and a Fellow of the Securities Institute of Australia.
Geoff Hilton
B.Sc.(Hons), M.Sc., FCA, MAPS
Geoff Hilton was appointed a Director of the Victorian Workcover Authority in March 2007. He is also a Director of the Transport Accident Commission.
Geoff Hilton was the MLC for Western Port from November 2002 and served on the Environment and Natural Resources Committee. He is a registered Psychologist in the State of Victoria. Born and educated in the UK, Geoff was previously an Accountant, Management Consultant and Executive Recruitment Consultant.
Geoff is a member of the Institute of Chartered Accountants (England and Wales), Institute of Chartered Accounts (Australia), and the Australian Psychological Society.
Geoff Brooke

MBBS, MBA
Dr. Brooke is Managing Director of GBS Venture Partners and has more than 20 years venture capital experience. Dr. Brooke was formerly President of MedVest Inc., a US-based early-stage venture capital group he co-founded with Johnson & Johnson.
Dr. Brooke's VC experience includes start-up financings, public company placements and corporate acquisitions, as well as public listings on both NASDAQ and ASX. He has been an investor, executive and director of private and public companies, and is currently on the board of directors of several GBS portfolio companies.
Dr. Brooke is licensed in clinical medicine by the Medical Board of Victoria, Australia and his post-graduate studies were in anaesthetics/intensive care. He earned his Bachelor of Medicine/Surgery from the University of Melbourne, Australia and a Masters of Business Administration from IMEDE (now IMD) in Lausanne, Switzerland.
Jane Bell

LLB, BEc, LLM(London), FAICD
Jane Bell is a banking and finance lawyer with more than 20 years experience in law firms, financial services and corporate treasury operations gained living in Melbourne, London, Toronto, San Francisco and Brisbane.
Jane holds a Bachelor of Laws, Bachelor of Economics and Master of Laws (London) and is a Fellow of the Australian Institute of Company Directors. Jane is the Deputy Chair of Westernport Water Corporation, Director of PrinceHenry's Institute of Medical Research and is a Director of Melbourne Health.
Greg Tweedly (Chief Executive)
B.Comm
Greg was appointed Chief Executive Officer in February 2003, after rejoining WorkSafe as Acting CEO from September 2002. Greg held senior positions with the Transport Accident Commission from 1996–2002 including Chief Operating Officer responsible for all Claims Management functions.
Greg previously worked for WorkSafe (and its predecessor the Accident Compensation Commission) in numerous senior positions including Chief Financial Officer and later Director responsible for the regulation of the Victorian Workers Compensation system.
Pre 1990, Greg held senior financial positions at V/Line and the Melbourne Metropolitan Board of Works (MMBW).
Greg has a Bachelor of Commerce degree from Melbourne University and is currently Director of the Personal Injury Education Foundation and the Acting Chair of Heads of Workers Compensation Authorities.
